The color effect isn't an app filter or post-processing trick, it is from a polarizing filter stacked on top of a 5-stop ND filter and happened in camera.

The little spheres are probably gunk on my sensor or one of the filters but I kind of like the way it came out.

Panasonic DMC-GX8 30 seconds F/22.0 ISO 200 28 mm (35mm equiv.)
