Yesterday's photo and today use a similar processing. It is a pseudo Orton effect where I basically clone the layer, crank up the levels (so it is brighter) and then run a Gaussian Blur on it before setting opacity to about 30-50% to blend back in with the original layer.
I think it works well with these sea grass textures and gives them a nice soft look.
