The process was quite simple - used a lomography action created by a guy named Denny Teng. You can read about lomography (emulates a lomo camera) and download the action here http://www.fotofects.com.
The vignetting will look similar if it is done on RAW or JPG.

Jason, you may have misunderstood my question. When you're converting from Raw, there should be a vignetting setting (there is in Abode's Raw Converter, anyways). This would be different than applying a vignetting effect to an image (be it either a converted raw or jpg image ).

I don't have CS2 (just plain old CS) so I have a different RAW converter... but the answer is that it was not done at the RAW level but at the jpg/converted level.
